Emergency Operating Procedures and Severe Accident Management Guidelines

Doing things right first time is important, particularly in the event of a process disturbance or accident. Procedures help operating personnel take the right decisions and the most appropriate actions.

NRG has wide experience in supporting nuclear facilities with the preparation and revision of emergency operating procedures (EOPs) as well as severe accident management guidelines (SAMGs). NRG also provides training services for EOPs and SAMGs for operating personnel and regulators.

In the event of process disturbances or an accident, several measures are taken ensure the plant is in a safe and stable condition. This includes automatic actions as well as actions taken by operating personnel. EOPs and SAMGs help operating personnel take the right decisions and most appropriate measures. In general, EOPs and SAMGs cover the following topics:

• Identification of the situation (e.g. using measurements)
• Ensuring the plant is in a safe and stable condition
• Conducting appropriate mitigating measures in the event of a severe accident
• Notifications
• Evacuation.

NRG REFERENCES

NRG, Netherlands (2014) – Preparation of Emergency Operating Procedures for the Petten research reactor. In order to make plant-operating personnel familiar with the new procedures, training relating to accident scenarios was also prepared and provided.

KFD (2007 – 2014) - Development of a desktop simulator for the Dutch regulatory. The simulator is used to train regulatory personnel to deal with severe accidents. Training relating to accident scenarios was also prepared and provided.

EPZ, Netherlands (2002-2007) – Development and implementation of a program for source term prediction at the plant during accidents. Also installation and implementation of the program within the Emergency Response Organisation.

Czech Republic (2003) ? Participation in review of SAMGs of the Temelin Nuclear Power Plant.
